I just bought the Enterprise version of Active File recovery which was supposed to come with a bootable cd image to boot an unbootable system. Where is it? Supposed to be a 124MB download and it only was 4MB.

You should run the Setup program which you just received. It creates a program group with an icon called Bootable Windows PE CD-ROM creator. When you run this, it starts downloading the roughly 100Mb file and guides you to buring it to CD.
